Yep, the only caveat I would add is that a state which does not explicitly have an established religion has already fallen to liberalism.

Problem is, true as that may be, even states with state religions, such as the Nordic Lutheran states, and the U.K., unfortunately today have liberal state religions, and accordingly are thoroughly liberal themselves…
